My Lord,
I have the honour to acknowledge the receipt
of Your Lordship's telegram No.35 of 20th February, 1931,
reading: -
"The British American Tobacco Company are informed
"that a revision of the system of taxation of
"cigarettes and tobacco in Hong Kong is contemplated
involving special discrimination against "high
"grade" cigarettes which the Company represents "would seriously affect the considerable export
"trade from the United Kingdom. Please report the
"facts."
and to confirm my confidential telegraphic reply No.46
of 4th March reading:-
"Your telegram of 20th February, No.35. No
"discrimination against higher grade cigarettes "in new duties which follow the previous principle
"of flat rate and not ad valorem, See correspondence
"ending with Mr. Amery's confidential despatch of
"18th February, 1929."
